I am sorry but I have to step in here and give my opinion on this matter, being a child who lived in foster care for over three years of my childhood. I was abused, by people who did not even do drugs or drink, and after the foster homes I was adopted by people who where deemed fit by DCPS of that state to be qualified to adopt a child, where again I was abused by people who did not use drugs of any type but did drink occasionally in excess.  I come to believe that this is common and not unusual for these things to happen to children in the care of some state CPS, because I see them as the biggest child sex ring in our country, and they run legally. So Arizona DCS you just continuing stealing children for your own financial benefits as then more of your children are then injured psychologically and unable to cope with your society,n because if you cant take the truth from one who as experienced this trauma at the hands of the same entity that you endorse and protect then you must be evil on purpose denying your own actions is the first sign of a problem.
